IFAB is considering expanding the permissions of video assistant referees (VARs) before next year's World Cup, allowing them to cover corner kicks and the cumulative second yellow card. In addition, the IFAB was asked to review a major reform on the penalty rules: If a goalkeeper saves a penalty, it will be considered a "dead ball" and the supplemental goal is invalid.

Discussions on modifying VAR rules have covered high-level events, but will need to be finalized at the IFAB's annual meeting in March next year. Any changes to the rules will take effect on June 1 next year, just in time for the US, Canada and Mexico World Cup.

It is understood that allowing VAR to interfere with fact-based judgments has gained considerable support. For example, when the ball finally hits the offensive player out of bounds and makes a wrong corner kick, VAR can overturn the original judgment. The penalty that allows VAR to intervene in the second yellow card is considered more controversial because it is usually a subjective decision. Those who support the reform believe that red cards caused by the cumulative two yellow cards are often a decision that affects the game's trend, and VAR should also have the right to intervene in such situations.

The proposal to modify the penalty rules will be more radical because it means that if the goalkeeper saves the penalty, the player or his teammate who takes the penalty will not have a second chance of a follow-up shot.

It is understood that discussions have also been conducted around this issue. Supporters believe that teams that get penalties already have a big advantage enough that this reform can also avoid the issue of other players entering the penalty area early before taking the penalty kick.
